Order statuses are changed by the API from the ERP system. Will the module send SMS?

Yes. The SMSs are sent by the CRON task, which makes the Hook execution (when the status changes) redundant for the module. CRON will detect a change in the order status, thanks to which the scheduled SMSes will be sent at the scheduled time.
